Evaporation is simply what happens when there is a lower vapor pressure in the atmosphere than is in the liquid.
Think of a canning jar. Some air, at the top which is actually under vacuum so you would expect a low vapor pressure. But, the liquid in the jar will only evaporate until the vapor pressure at the top of the jar equalizes with the liquid in the jar.
If there is a gradient, water (or other solvents) will move in the direction of the gradient for either evaporation or condensation.
