I've actually been exposed to CS gas. For the most part, there is no disadvantage to using this substance (for what it was intended for). There CAN be issues in a small cross section of people. It is a respiratory irritant (amongst other things) and can cause issues with Asthma, brochitis, COPD, etc. The effects are temporary, with all symptoms resolved within an half hour or so after exposure.

The only real disadvantage of using CS gas is the lack of control those who deploy the substance can actually exercise over the dispersal. In moderate/severe wind conditions it becomes a liability, as the wind could shift, and blow the gray cloud o nasty right back in your face. The CS grenade burns rather hot, so there could be the risk of fire. I'm not sure these are disadvantages insomuch as simple limitations on the use of tear gas.
