In order to be a secondary alcohol, the carbon with the alcohol moiety must be bonded to two other carbons.

There are only two carbons total in ethanol, so it cannot possibly be a secondary alcohol. The smallest/lowest molecular weight secondary alcohol is cyclopropanol, which has three carbons: one for the alcohol group, and two others for it to be bonded to.
