MgBr2 is an ionic compound.It is an electrolyte either in molten state or in aqueous solution because in both the states ions can move freely and conduct electricity. But it is not an electrolyte in Solid state because in solid state, ions are firmly bound together and can not move freely, so it behaves as a non-electrolyte in solid state.
