The Painter Line is a rope attached to the bow of a boat, used for tying up, as when docking or towing.In a life raft this is attached to the valve/mouth of CO2 cylinder, when life raft is packed in the container. To inflate the life raft, jerk/pull is given to the painter line.The length of the painter line depends on the height of liferaft stowage position in ship/offshore installation. If you tie this rope to the boat, it won't drift away from the dock.
(i presume you mean on a boat). first make sure there is a rope on it, then throw them a life ring. hold onto the rope and pull them back on board when they are safely in the life ring.
