The Commodore is essentially the club president. A "Fleet Captain" is the club officer that manages racing activities in a traditional Yacht Club.
It shall be the duty of the Rear Commodore to assist the Commodore and the Vice Commodore and in their absence to act in their stead. The Rear Commodore shall arrange and superintend all official races and regattas of the club. The Rear Commodore shall appoint members of the Race Committee Or .. when a club owns and/or maintains a pier/marina, the Rear Commodore serves as the Dock Master. Many Yacht Clubs have a Fleet Captain that manages races and Race Committees. Since only about 15% of sailors race, the management of a race is often assigned to someone who races and is knowledgeable of racing rules. 85% of sailors have no need to know anything about racing rules.
