There should be no confusion, there is ONLY one instance where "right of way" is defined, Rule 9. There is only Stand-on vessels and Give-way vessels.

Definitions(b) "Sidelights" means a green light on the starboard (right) side and a red light on the port (left) each showing an unbroken light over an arc of the horizon of 112.5 degrees and so fixed as to show the light from right ahead to 22.5degrees abaft the beam on it's respective side.

Spotting a red and a green light on a boat at night is an indication that the boat has its bow pointed in your direction. If the boat is under way, it's coming at you.The red light is on the port or left side, the green on the starboard or right. These lights cannot be seen from dead astern, and only one color can be seen from beside (abeam) of the vessel.
The red and green lights on a boat are side lights and assist in determining the direction the boat is facing. Red lights are on the port, or left side, while green lights are on the starboard, or right side. If you see only one side light, you are looking at that side of the boat. The starboard, or right hand, side- the one on the port side is red.
The port side of a vessel carries a red light, whilst the starboard side carries a green one. A white light would be either in the centre to act as a headlight or extra illumination for the benefit of other vessels, or on the masthead to indicate the height of the boat.

the light perceives which is the one that is reflected, then most gets absorbed with whats rest of the light .
Light green is one of the many shades of green in the color spectrum. Pale green and lime green are two of the names that are given to this color when classified.
they are used in fractions by taking say one red and one light green and seeing how many reds fit into one light green
A stale green light means that the green traffic light cycle has almost ended and will change to yellow at any moment. One way to tell if it is a stale green is to look at the pedestrian crossing light, if it is flashing do not walk or is solid do not walk it could be a stale green.
