it has to do with the high speed and low/idle jets and how they are set or maybe the float is to unbalanced and need adjustment if the jet are permanently set, the jets are turned in a certain amount to adjust how much fuel goes through this hole the jet regulates . so if you turn a jet way out it will run wayyy rich and turn it in to far it runs "lean" which can be bad for a motor if run to long , so u need the high speed low speed jet setting if that is the case otherwize it most likely the float.
