Oil wells can range in depth from a few hundred feet to over 30,000 feet, depending on the location and geology of the oil reservoir. In some cases, offshore wells can be even deeper, reaching depths of over 50,000 feet.
Generally, people don't build offshore shopping malls (or whatever) and then decide to convert them into oil wells. It was built to be an oil well.
An offshore platform is a structure that is installed over as group of wells that was drilled by an offshore drilling rig. The function of the platform is to produce the oil from these wells. A platform can be mounted to the seabed or could be a floating type platform. Offshore drilling rigs are for drilling the wells and are mobile and moved from area to area. Onshore drilling rigs are mobile units too and are moved from pad to pad for drilling and exploration. After a well is drilled onshore, a wellhead is installed on the well. There is no need for a platform as this only economically viable in offshore applications. There have been cases where an offshore well was drilled from land into the sea, but operated from land. This can only be possible if the oil formation is not too far offshore.
The petroleum industry's offshore operations began in the 1930s. Drilling in the shallow bays of the Louisiana and Texas Gulf coasts was conducted on wooden platforms mounted on timber piles.
Many laws and regulations govern where wells can be drilled. Offshore blocks are are under the control of the national government. They identify the offshore blocks which have potential for oil exploration. A company or group of companies can lease a block for a period of time. Typically, a drilling permit is required in which the Operator (holding a lease on a block) will have to demonstrate that the drilling is within the rules and laws of the country to gain approval. A company can be held liable for environmental damage, so oil companies are highly motivated to drill wells only where they receive permission.
