If you're asking about the United States' national bird, it was because nobody liked the idea. Actually, Benjamin Franklin, the guy who had the idea, personally thought the turkey was a better fit than the bald eagle, but was not very open or pushy with it. I believe in the same letter, he commented that nobody would want it to be the national bird and seemed to be joking when he mentioned the turkey.
