She is probably bored,or you need to get her a cuttlefish,because she is using the ladder to sharpen her beak,if she is bored and already has a cuttlefish try swapping the cage around putting perches and toys in different places or even better get her some new toys,remember BE AS COLOURFUL AS POSSIBLE when choosing new toys,budgies love bright colours.Hope that helped :)
