Vultures eat dead things, may stick their heads right inside the gut of a dead animal. Such habits give the risk of having of having the feather soiled with bacteria producing guck. To promote better health a nake head is better as it is more easily cleaned.

When they eat carrion (dead animals) cuts and gunk get on their heads, and since they have no feathers it is easier for them to clean their heads... if they did have feathers than the cuts and gunk would get caught in their feathers and cause bacteria to grow on their heads; which would make them unhealthy

Some New World vultures do but most Old World vultures do not. Evolution has dispensed with head and neck feathers as birds can not preen these easily and they would become besmirched when they stick their heads int rotting carcases.
