Bugs is a friend of Bud from the orphanage.
What happens when Bud tries to catch the train with Bugs is that he was unsuccessful. He dropped a flyer he was given and got separated from Bugs, who ended up catching the train. Since the train was going so fast, Bud could not keep up running with it and was left in Hooverville, which the police ended up destroying.
Bugs goes to the library to search for Bud in "Bud, Not Buddy" because he is a friend of Bud's mother and is trying to locate Bud to reunite him with his family. Bugs wants to help Bud find his father and bring them back together.

In "Bud, Not Buddy," Bud sat with Bugs at the Sweet Pea Restaurant. Bugs was a member of the band that Bud was trying to find, as he believed that the band had a connection to his father.

Bugs convinced Bud to play the trumpet with him outside of the library to earn some money. Bud was initially hesitant, but Bugs was able to persuade him by showing him how much fun it could be.
In the book "Bud, Not Buddy," Bud was attacked by a group of older boys led by Todd Amos under the tree at the library. They believed Bud had stolen Todd's knife and wanted to teach him a lesson. Bud managed to escape using his wit and quick thinking.

Bud throws his suitcase to Bugs (already on the train) and Bud starts running for the train when suddenly his blue flyer flys out of his suitcase, so Bud stops to try to catch it and it magically lands in his hand, because the flyer fell he missed the train and Bugs threw back bud's suitcase, and went on to Chicago.
