Yes-Starlings are one of the few birds not Federally protected & actually do attack people sometimes. PR-wise, you may want to address the problem with bird-proofing or somethi9ng more discreet.

Last I head Idaho was still part of the USA. If so hawks are protected under federaligratory bird laws. Not more than $15,000 in fines and up to 6o months in prison. I think this is per bird. State laws may be stricter. They can also confiscate your guns, truck house etc any property used to hurt the hawks or hide evidence. You don't have to shoot to be prosecuted for example poisoning hawks or harming them by harassment at the best during breeding.
