yes they can. I have had 3 budgies killed by rats in an outside avery. One had its head bitten off and one disappeared totally from a locked cage and i found the other one dead. They didnt kill the cockateils and it took me a while to work out what was killing them as the hole where they were getting in was not noticeable. Then i checked on them one night and saw 2 rats in the cage. I have removed the birds and put rat bait in.

That is a good question. I believe so. My two male budgies were actually cuddling in a nesting box right before one of them died. male budgies normally don't cuddle.

Some birds will mount other birds and some birds will mount or rub against their human caretakers or inanimate objects. You don't have to worry about accidental hybrid babies. Cockatiels and budgerigars are not closely related enough for offspring to be produced. You might have to worry about what the budgie does to the cockatiel because budgies can be more pushy and aggressive, especially if the budgie perceives it as an attack. But there is an egg and we only have one Cockatiel? What's up with that?
