The most common reason for a lack of seagulls in an area is that there is no food source for them. Seagulls are scavengers and cannot feed on open water like other birds.

seagulls
Seagulls are birds, not sea animals even though they use the sea for food.
The standard collective noun for baby birds is a brood of seagulls.

i don't think birds hibernate
magpies and seagulls
Yes. Gulls, (not "seagulls") will eat anything edible, and will take unprotected baby birds of other species.
Seagulls are generally harmless birds and are more known for stealing food than anything else.
