Woodpeckers use their tails to brace themselves on vertical surfaces. If they tried to descend head first, the weight of their upper bodies would overbalance them. Woodpeckers can hang head down, but rarely do so. There is no point in being clumsy when you can fly.
The only Northern birds that consistently move downward head first are Nuthatches.

I had a woodpecker on my suet feeder the first day I put it up, but it may take a few days, they can't really smell it so they need to come to the tree you have it in and find it.
The Woodpecker Tree Decoration will arrive in four (4) parts, each wing is seperate as is the head and tail. Each piece has two metal spike that will need to be pushed into the tree. Many people find it easier to pre-drill the holes into the tree to make it easier to attach. It would be possible to put on a house or a shed as long as you are able to make holes into the surface.
