Chargaff actually has two rules.

The better known of the two rules is the 1st rule stating that in DNA (typically) the number of guanine nucleobases equals the number of cytosine nucleobases and the number of adenine nucleobases equals the number of thymine nucleobases.

His second rule is that the ratios of A and T, and C and G differ from one species to another.

These two rules made DNA a credible source of genetic material (it was previously believed that the ratio was A:T:C:G) and the first was used to help figure out the structure of DNA (the famous double helix by Watson and Crick).
