No. The cell membrane is there in both animals and plants. The function of it is to protect the cell and control what goes in and out of the cell. This is called osmosis and diffusion (osmosis is the diffusion of water).

The cell wall is outside the cell membrane and is only there in plant cells. It acts as another barrier between the outside world and the inside of the cell while also maintaining the rigidity of the cell. It also filters things in and out of the cell.

The cell membrane has a complex and highly organized structure. Much of it consists of a double layer of phospholipid molecules, called the phospholipid bilayer. Embedded in this bilayer are proteins of various kinds: enzymes, receptor proteins, and transport proteins (channel proteins and carrier proteins). Between them, the phospholipids and proteins regulate the entry and departure of ions and molecules, whereas the cell wall lets almost anything through!
