Yes it is involutary because refelxes are something your body does on its own, without you even thinking about it. If reflexes were volutary, then it would take too long to take away your hand from too hot of a surface.

Yes the term involuntary means " a response to a stimulus that requires no conscious thought. " Like the person above, when you touch a hot plate you don't think "Oh that's hot" and then move your hand away, you immediately move it and then feel the pain and say "ow".
