Yes, I currently am using Lusty Lavender in my hair, I am using color safe shampoo and conditioner and it still bleeds. I do not wash my dyed hair every day, just every other, it still bleeds and will continue too for a while until it is basically totally out of your hair. It is concerning when you see that much dye bleeding from your hair, but don't worry about it, as long as you touch up every month or so you should be fine.

Apply Splat Glow to the outside of your hair. Do not rub in. The glow pigments need to be visible so they can absorb light and glow in the dark. After liberally applying Splat Glow, stand under light to charge the Glow pigments. Then turn off the lights and voila, your hair will be glowing!!

Splat dye in general is just bright colored dyes. The "glow" dye supposedly glows in black lights. But please don't dye your hair with splat...use special effects dye instead. it lasts a little bit longer and when it fades, it doesn't look like a complete mess.
You can dye it without using either of them but if you're going to lighten you must use both of them.
