the argument was between Hera, Athena and Aphrodite. Paris was chosen to judge, but Aphrodite decided she couldn't lose, so she bribed Paris that if he voted for her, he could have Helen as a prize... of course Helen was the wife of Menalaus at the time, but Paris didn't care and he took the bribe.
