Well, it's used for many reasons. For example, it can be used to make someone look like a weird creature similar to how many make themselves up on Halloween. It can also be used to make someone look older by adding lines to someones face where wrinkles would occur from aging. There are also times where make up is used just to make facial features stand out a bit more. From far away or in certain lighting, peoples' faces might look weird to create a certain effect.
There is "straight" makeup and "character" makeup.
