No. For a woman your hips get wide during puberty.
Wide hips are typically defined as having a hip measurement that is significantly wider than the waist measurement. You can measure your hips at the widest point, usually around the hip bones, and compare it to your waist measurement. Visually, if there is a noticeable curve or proportion difference between your hips and waist, you may have wide hips.

They don't. They have a linear B type pelvis which makes them slender.
Hoop skirts, petticoats, and pettiskirts exaggerate the appearance of the transition from a woman's waist to her hips, making the hips appear much wider. This is frequently found attractive to men as wide hips (if they were real) offer a significant reproductive advantage (being able to give birth to larger healthier babies more easily) and evolution has selected men to look for wide hips in women (but has not selected to allow them to tell real hips from fakes). Women know what attracts men and don't mind using tricks :-)

Well, hips are actually a bone, appropriately named the "hip bone". Some people's hip bones are just close together, giving them small hips, basically no hips at all, and other people just have wide hips bones. Some people are naturally curvy. you do NOT have to be fat to have hips, its natural. usually, you either have it or you don't. if you are stick thin you probably wont have much for hips, if you work out try not to sweat so much, sweating is great ofr burning calories, but obvioudly that's not what you want to do, i suggest you do excersises that focus on your legs and arms only, making them toned, but leaving a little room for your hips to widen.
