First, when you dye your hair, your hair needs to be dry, and after a cut and wash, you would need to wait awhile. Second, after dying your hair, there will be damaged hair. Dying hair first will allow for these damaged hair to be cut, otherwise, cutting first and dying second may damage your new cut.

If you want to save money, go for the cut first and dye second. This way, you save money if paying by the length of the hair dyed. To be honest, there isn't that much of a difference going either first but for hair professionals, since cutting hair is an art form to them, it is more advantageous to dye hair first and cut second.
