If it is a small area, scrub it with a scouring pad. If it is a large area, consider replacing the vinyl.
For two reasons:
Any harsh chemical that you can use to remove the dye will corrode the varnish coating on the vinyl. That layer that makes the vinyl easy to clean. It will in other words, ruin the vinyl.
But the worst thing is... hair dyes usually have ammonia in them. And mixing ammonia with some household cleaners, specially those containing bleach, is extremely dangerous. The chemical reaction causes a poisonous gas to be released in the air. This gas is so dangerous it was used in warfare during WWI.
If you dye your hair frequently, consider using a big garbage bag to line the floor so that the dye will not drip on the vinyl.
Flooring? Try bleach. Or else replace the floor.

Rub it with a rough rag and Goof Off, it will soften enough to be peeled off.
Use antibacterial soap, and scrub off the hair dye. If you dye your hair again, I recommend putting Vaseline on your cuticles and wearing disposable plastic gloves.

I wouldn't dye your hair because the fumes that hair dye puts off are very bad. i would wait till after the baby is born before dying my hair.
You could buy the exact same dye and dye it again, or, go to a hairdressers and get all the dye stripped off. Also if you don't want to go to a hairdresser, you can actually use dye on dye to rinse out the original dye in your hair. It works every time.
