Shadow base would go on first. If you are using a shadow base, you should not need an eyeshadow primer. They are basically the same product. The only exception I can think of is if you are using the MAC spray primer. If that is the case, you would put on your shadow base, spray the primer on your shadow brush, put the shadow on your brush & apply.
I am assuming that you mean primer for your eyes. Well primer goes on first to allow eyeshadow to fully show its colour and to avoid creasing throughout the day. Without primer, the eyeshadow will be faint and the oils from your eyelids will cause it to crease or gather in one spot.

To make your eyeshadow hold longer I recommend closing your eyes covering your forehead and spraying your eyes LIGHTLY lol with hairspray. It works like a dream and is extremely practical.

It depends on the look you want. I have always learned that you apply your brighter eyeshadow on the inner part of you eye lid, working outwards and putting the darker eyeshadow on the end of your eyelid. :)
First you have to get black liquid eyeliner. Line your top eyes with the liquid and wing out. Line the bottom of your eye with black eye liner in pencil.
