It can depending on chemicals involved. I've used some bleaching agents that hurt like and others didn't; tingles usually. Darker colors would be less likely to cause pain unless you have Allergies and that turns out bad. Dye will sting you if you have a cut on your scalp which is when you shouldn't apply it to that area. If you feel you might be sensitive you should definitely do a skin test: mix up a tiny amount of the colour and peroxide and use a cotton bud to put it on the skin behind your ear. Do not cover it. Leave it there for 24 hours and if you notice any swelling, soreness and redness DO NOT use the dye to colour your hair; you are allergic to it. If there is no abnormalities you are fine and can dye your hair. Just remember to stay away from any cuts on your scalp.
