It depends on what you mean by 'regular hair dye'.

If you are talking about the stuff you buy from a drugstore, then yes, you can. But the product isn't very good usually, and you can't control the consistency of the product.

If you are talking about cream/liquid dye mixed with developer cream/lotion, the answer there is also, yes.

If the hair colour you are seeking to streak your hair is lighter than your current hair colour, you will have to prelighten the section of hair you are going to streak for optimum results.

Now, some kinds of hair dye have not so great reactions with other kinds. As an example never use henna on chemically dyed hair. Never. Also never put chemical hair dye over henna. Wait until it has washed out or cut away the hair that has been treated.
