The average orthodontist will freak if they hear you want to get a lip ring, and they will spend a great deal of time telling you about the damage the ring can do to the teeth. Now as for having one with braces, wow you are pushing your luck, you would be wise to talk to your Orthodontist before you get anything oral pierced and find out what they have to say about it first. Last thing you want to do is get it and have them charge you or your parents more for your dental work because you got your lip pierced and it's in there way while they work on your teeth. So talk to them first.
Check with your Orthodontist, some may have issues with lip rings and some may not. The best bet is to ask them, they may ask you to remove the jewellery for your appointment, if so go ahead and remove it for them (if the piercing is over a year old it won't close during the period you are tied up with your appointment).

Technically, yes (probably), although this would be a really bad idea. Braces could easily pull a lip piercing out, leaving a scar or hole that may not heal well. Also, braces are much harder to keep clean of bacterial biofilms, so getting a lip piercing may increase the risk of an infection in the lip.
Yes! Do NOT get any sort of lip piercing while you have braces because it can be extremely painful to have it get stuck in your braces. You could even end up ripping it out because they got caught together. Please just wait until you get your braces off(:

For your upper lip, Left is a monroe piercing. The bottom lip could just be a lip piercing, or labret piercing.

You dont want to create another problem when you're trying to correct one. Placement for lip piercings depend on the placement of your teeth because the piercer wants the jewelry to have minimal contact with your teeth. Your teeth will shift with braces and theres a possibility that what was correct placement initially, is uncomfortable later on. Just wait till you get them off.
14g is normal for a male lip piercing, 16g is normal for a female lip piercing.
Unfortunately this is a problem you will have to either live with, or remove the piercing. I would recommend removing the piercing anyways because once your braces come off it will start to erode your teeth and gums. Good Luck
