Stephen Hawking (a physicist) suggests that that even if time did not begin with the Big Bang and there were another time frame before the Big Bang, that information is not accessible to us. It does not exist and cannot be proven. Effectively time starts with the Big Bang some 15 billion years ago.

As to where this happened, the Big Bang by its nature is the centre of the Universe.
