A licensed electrician can install a heater for you. I would look in your local yellow pages for a licensed electrician to install the heater and any other electrical work you may have.

Why does a spa heater vent need to be 4' from the house Mine is only 2' Should the pool builder move it?

If the code in your state calls for 4' then it has to be 4' period no exceptions. This also installation also voids any warranty on your heater. And if you have a fire and it is determined that the installation was at fault it MAY cancel your insurance coverage. The builder will have to correct this critical part if the installation at no additional cost to you what so ever. You may also want to check in the heater manual for proper clearance on all sides of the heater to see if they match the installation. Any deviation from those called for ( and these installation instructions are not only the manufacturer's but also Federal and State codes) WILL ( not should) be corrected at once. The clearance on all sides of the heater are there for a reason. You may also want to check on the size of stack that was used. There are also specific codes addressing that. You also want to be sure that the heater is not installed under a window or house opening - there are specific codes for this also. Oh, and the height of the heater stack is of great importance. It sounds to me as if the builder is not a licensed contractor. I would also be highly suspicious of any of the rest of the pool and equipment installation to see that there were no other code violations. You can check his credentials ( contractors license) through your states contractors list. In California it is CSLB Contractors State License Board. Contact the appropriate authorities. Did the contractor pull a permit for your installation - if not - why? I hope you have not paid in full for this installation. k
