Well, if the tank originally came with the drains (which are nothing more than poppet valves), the holes for mounting them should still be there - they're probably been plugged with a bolt or something of that sort. Replace them.

If the tank wasn't designed that way, then it has (or had) a pressure guage and cutoff switch which would either cycle the compressor clutch off, or open the circuit which powered the compressor to make it stop.
