∙ 17y agoYes, it is normal to have a slight temperature difference between upstairs and downstairs when using central air conditioning. This can happen due to various factors such as poor insulation, air leaks, or the natural tendency of hot air to rise. A five degree temperature difference is generally considered within a normal range.
The outdoor portion of the central ac unit is what gives up the heat from indoors, so it has to be outside. For a more thorough explanation see the question: How does air conditioning work.
There could be a number of problems. Dirty ducts or heat exchanger. Wrong speed on the fan, or turning the wrong way. Plugged filters or vents.

A very good place to read about central air conditioning systems is consumer reports. They have a good guide on purchasing central air conditioning systems.
Central air conditioning is centralling located and can be used to cool several units. It has a central control that controls temperatures for multiple rooms.
Colder air is more dense than the warmer air. Warm air will tend to go up and the colder air will tend to go down. To get the upstairs to cool down, you may need to adjust the heat registers, closing or partially closing some of the downstairs registers. Sometimes it just takes a little more effort to move the cool air upstairs, and you may need to get a larger air fan on your ac unit.
The Motor Area registers information and controls movement of the body.
Central vacuum systems are typically quieter than a regular bag vacuum, as the main unit is generally stored in an obscure location such as a garage or basement. The registers that are scattered throughout a home only produce suction noises, and not any motor sounds.
Central air conditioning provide a uniform distribution of cool air in your home or work place. It creates a more comfortable environment. 80% of new homes built in the United States are built with central air conditioning.
