The vent hole is referred to as a weeping hole. It's sole purpose is to indicate the failure of the water pump shaft seal. If there is antifreeze weeping from it, then the seal is leaking and the water pump needs to be replaced before catastrophic failure. Which is to say, replace the water pump now, before it becomes a more expensive problem.
