yes it is legal to ride a pocket bike as long as it follows Michigan state guide lines as follows.
must have an engine no greater than 50 cc's
must not have a top speed of over 30 mph
operator must be at least 15 with a moped endorsement or older with a operators license
must be equipped with both front and back breaks
must be equipped with a seat
must have both a brake light and a head light
must have a vin number stamped on the frame
must have the registration givin out by SOS(secretary of state)
the registration must secured to the back panel/bumber of the moped/pocket bike
must have a rear view mirror attached
rider must have a proper helmet on at all times while operating the moped/pocket bike

if you follow all these rules then yes it is legal but most pocket bikes are autmatically equipped with these requirements
but if you ride it in on your private property than none of these is required

It depends on the state you live in. In Utah it is against the law to ride a pocket bike on your neighborhood roads. This is because you can not get it registered with the state. The state will not allow pocket bikes and like "vehicles" to be registered because they have to meet DOT specifications (Such as tire size etc.). Actually using the crutches to ride is difficult, And usually if you need crutches there's something wrong with your legs, and you tend to need those to ride. But assuming that you're still fit enough to operate the bike there's no law against strapping a pair of crutches to the bike to bring them with you.
