Purchase a rebuild kit. Take the carb off the engine. Disassemble the carb. Clean the parts with carb cleaner. Reassemble and install then adjust carb (if applicable) while running the engine.
first off clean the fuel tank, replace the fuel filter, take the carb apart and clean it and then blow it our with compressed air, replace the spark plug, change the oil in the bottom end, grease moving parts. The alternative to cleaning the carb is to use seafoam or carb cleaner to clean the carb as it's running. You can also decarbon the motor by running a concentration of gas, oil and seafoam into the carb

remove the the bowl on the carb and clean with carb cleaner, be sure to clean the main jet. and the small holes in the bolt that holds the bowl on, if these are plugged the mower will start but not stay running

Carb cleaner doesn't really clean anything when you spray it down the throat of the carburater. The parts that need cleaning are the jets and internal lines. The only way to truly clean those parts is to remove the carbuater, disassemble it and clean the parts. Some carb cleaners can make a little difference if you run them through the tank, but spraying down the throat only gets a little surface carbon off, if that. -------------------------- The main reason to spray OTMAN carb cleaner at a carb while the bike is running to check for a vacuum leak. If you hear any change in the engine noise when you spray carb cleaner at the joint between the carb and the head, then you've got a vacuum leak. Get a new carb-to-head gasket.
Whell you need to get some starting fluid, take the carb apart and start cleaning. Make sure your float is not gummed with old fuel (Varnish), also make sure your needle valve seats off, when the carb is full (no leaks). Pull your Jet or Jets, clean very good with the starting fluid. "Make sure you know what you are doing, or take it to a prof.
It sounds like it is running lean you should check your fuel flow: filter, clean carb . Some times if you put some carb cleaner threw the gas tank. (just a cap full) Maybe you will have to reset the carb.
Typically this means that the carburetor needs to be cleaned. The ports in the carb are not getting enough gas through them because they are gummed up from old gas sitting in the carb.
Check the butterfly in the throttle body on the car. It most likely is gummed up with oil and residue from the PCV system. This will cause the butterfly to stick. Clean this out with some carb cleaner and towels and it should take care of the problem. If that doesn't fix it, try to clean and lubricate the throttle cable.
