how can i fix lic plate lights not working when bulbs and fuse are good?
The license plate lights are not in a separate fuce by it seft. They are the same as your side marker lights. So, check if your side marker lights are working and if they are them is a bad license plate light bulb.
pop your hood and find the what "FUSE PANEL" find the fuse marked Parking lights and replace it. Its that simple. it might not be a fuse have you replaced the bulb or checked your contacts from your wiring?

The tail lights and plate lights are on the same fuse, if the tail light come on it is not the fuse. Plate lights are not checked that often and it is common for them both to be brunt out when they are noticed.

The owners manual indicates fuse # 12 in the Fascia fuses is for the number plate and a number of other things including Hazard lights.
The problem probably wasn't the bulb. The problem is the fuse is blown and needs to be replaced and the problem will be resolved.
