Because of the thermostat. This will turn on the unit when the temperature gets below what ever degree it is set at and then will turn off when the thermostat gets at that temperature.

My first guess without seeing it is that the contactor is stuck (welded) shut and needs to be replaced. If you have not already done so turn the outdoor unit off until this is fixed or you will be replacing the compressor too.
