you might have a short in your alternator. In my car the headlights would dim when I put on the brakes or tried to use cigerette lighter to power up my phone.
You could have a short in your electrical system, your battery might need a charge or be replaced.

On my zx2 there is a button on the lower part of the dash by the drivers door that you can brighten or dim the lights... Not sure this is your problem but it is worth a try ... I use it to dim them when driving at night..

A rheostat is a variable resistor. Examples are a volume control knob or an instrument panel dimmer switch. As the resistance is increased in the switch the volume will lower or the instrument panel lights will dim.
Check your alternator it could be malfunctioning. Sometimes it gives you warnings like this.
You should keep them at a level where it's bright enough that you don't have to strain your eyes to read your gages, and dim enough to where your eyesight isn't impeded by glare from your instrument panel.
