Panic, pull over and then freak out! While pulling over you should note where you are. While running frantically in circles (out of traffic of course) call 911 on your cell. Tell them the problem and your location. If you have a fire extinguisher in the vehicle, you may want to use it at this most opportune time.
Get out and run
Pull over
The cellphone use has nothing whatsoever to do with the car catching fire.
Switch off the ignition and get out of the car as quickly as safely possible.

The Mr Whoopee can be located anywhere on Portland Harbor, Staunton Island or Shoreside Vale. The trick is, though, It SELDOMLY or RARELY appears. If you want to get one without driving all over the place, start a Fire Fighter mission while driving a Fire Truck. A Fire Truck can be located at the fire station in Harwood next to the scrap yard with a car crusher in Portland Harbor. Start the mission, and eventually you will come across a Mr Whoopee with an engine fire. DO NOT EXIT THE FIRE TRUCK! Exiting the Fire Truck while the vehicle is still on fire causes the burning vehicle to explode! Put out the fire and THEN (and ONLY then) can you exit the mission vehicle and claim your "hot" new vehicle!

You should either keep comprehensive coverage on the vehicle (fire/theft), or suspend the policy while not driving the car. It is becoming increasingly difficulty to insure vehicles that you cannot prove were not being driven uninsured.
LPG (liquefied petroleum gas) catches fire more easily than kerosene. This is because LPG is a highly flammable gas, while kerosene is a combustible liquid that requires a higher temperature to ignite.
