The kind of accessories that can be used on cork boards are rubber and concrete. Cork board is a kind of sheet that is created from cork, it uses the pieces of cork that have been heated up and compressed into one.
ArtSkills Mega Glue Kit (available at drug stores and craft stores in the posterboard section) has one big glue stick and a couple regular size ones - works great for gluing paper letters and pictures to posterboard! Use contact cement. Home Depot sells Weldwood brand. I'd use the gel type, it's a little easier to handle with the cork. Get a disposable roller or brush for the application of the adhesive.
Myself, I wouldn't glue to a painted surface, to many problems with adhesion. The easy fix, example: if your corkboard is 24"x24", sand down to clean wood a 23"x23" area on your painted board, now you can glue your corkboard on your other piece, and you won't have any adhesion problems. I used a 1" space but you can use 1/2" or 1/4", what ever you feel comfortable with.(I suggest Titebond 111, by Franklin, its an excellent all-around glue for wood).ANS 2 - Silicone will work without affecting the paint .
