Because you didn't specify engine I am guessing a little.
GM product of this era used a little plastic disc cover on the side of and near the top of the carbourator with a Bi-mtal strip inside to apply the chaoke. There is a wire from the car to the coil to heat it in a predictable way and release the choke. There is a second wire usually from the disk just attached to a screw to ground the circuit.

If it is the choke indicator Light, it means that you did not set the choke when you started the vehicle. If the vehicle has a choke idiot light turned on, then it can mean that there is a problem with the choke/carb or there is a problem in the oil system.
