With the timing set at 10 degrees BTDC it is 800 RPM.
The IAC valve is just that...The Idle Air Control Valve. It is responsible for keeping the idle at set parameters. And yes, it can make the engine idle at high RPM.
The computer will set the idle between 600 and 1200 rpm.
Idle speed is computer controlled. It is not adjustable. It can vary from 550-1200 rpm.

Turn idle adjustment screws each bore on carb until you reach desired rpm on tach. (recommended idle speed.)
your car's idle rpm is set too low, it should be over 750 rpm at warm idle
Idle RPM is set automatically by the computer. if you have slow or rough idle try fuel injector cleaner, then new air filter, new plugs or plug wires (try them in that order)
The rev limiter is set to activate in park @ 4000 rpm. In R D or neutral the rev limiter is set at 6500 rpm.

It may be that the idle is set at max rpm on your carberator
