Try holding the "VDC off" button down for 10 seconds. Not sure, but worth a try. I think I might reset when you start up again.
Push the VDC button to turn it off. Look below the radio for the button.
I have a subaru outback 2001 LL BEAN and I don't know if mine has VDC or where to find the button to turn it on. ***** The VDC(Vehicle Dynamics Control) System works in conjunction with the ABS and the TCS(Traction Control System). It will automatically come on when you hit hazardous road conditions or if you make a sudden move, and will automatically go off when things are back to normal. So "you" don't turn it on, and "you" don't turn it off.....
Lower left hand side below gauges, switch says VDC Off. That will turn it off.

Running, voltage should be around 13.5 VDC. It may be a little more but shouldn't be much less. Off, the voltage should initially be slightly over 12 VDC but will settle down to around 12 VDC after it sits for a while.
