Usually it is as simple as your nozzle being plugged. You can poke through it and rinse out the wand, then try again. If you have you garden hose turned on and no water will come out of the end of the gun, you have a blockage somewhere (unless your pressure washer has a float tank). Always start by cleaning out the nozzle, sometimes it will just not let enough water volume out. If the problem persists after you are sure the nozzle is clean, then it get more difficult. There are check valves, ceramic pistons and seals inside the pump. As these go bad you will begin to lose pressure. Sometimes the chemical injector will suck are making the machine run rough. A lock washer should have its curve facing outwards from the surface being fastened. This allows the washer to exert pressure against the nut or bolt, helping to prevent it from coming loose due to vibrations or movement.
Your pressure washer sounds as if it has an air lock. You need to run your pressure washer, full blast, and aim it towards the sky until the sputtering stops. That should take care of this problem.
In a pressure washer the pump creates the pressure, but the unloader regulates it. A pump on a 2000 psi machine may be rated for 3000 psi, but the unloader keeps it running at 2000psi. On an electric machine, as the pressure goes up, so will your amp draw. Your Max PSI is probably the maximum pressure you can run that machine at and not overload the motor.
