I have lived in New Jersey all my life, almost 40 years, and it has always been full service. In fact, I've only pumped gas maybe 4 times in my life, and that was while visiting other states. However, depending on the station, some will allow you to get out of your car and either begin pumping, or fully pump it yourself and they will come over for you to pay them. My husband always uses the same station a few blocks away, and he always just gets out and does it himself there-they often appreciate it when they are busy, which can happen often. It saves them time from running from one car to the next, otherwise you can sometimes be sitting there waiting for the attendant to get to you. I still would not trade the full service for self-service though; we actually have some of the cheapest gas prices around. People on the border states come here to fill up.
Most places in the 1940-70’s were not self serve stations. I remember when gas was pumped and windshields cleaned at service stations.
A smart serve never expires. You can update you self if you find that your knowledge is slipping, but you dont have to. I have a question for you, how did you get your smart serve. I am trying to get mine online but dont know how.
Full service stations are less common than self service stations. Most full service stations are found in more affluent neighborhoods where the residents can pay more for the extra service offered at these stations. Self service stations can be found everywhere.

Probably because OR wants to regulate how much gas you use. If it's self-serve, it takes that power out of governments hands.
