The minimum penalty for speeding is 3 points on your licence and £100 fine. When your speed exceeds the limit by 45% or more (such as 51mph in a 30mph), you are at risk of losing your licence.

My understanding is that in any state, if you receive a speeding ticket, you can be assessed points. So the answer is you can't drive over the speed limit. And in many places, driving 15 mph over the speed limit is automatically considered reckless driving, which is more points. law is 14 as long as not school zone, historical areas, work zone etc...
Reward Zone points are given by Best Buy for a qualifying instore purchase. You can redeem them for different items in the Best Buy 'reward store'. The items are based on how many points you have.
It may be different in different area's but here it is 30MPH/50/KMH in a regular resedential zone unless its a school zone which would be much less.
