Recently moved from Ohio to Minnesota. I have been waiting 11 weeks to get my new title. I called this morning I was told to expect to wait at least another 3 weeks.
As of August 6, 2012 if you do not pay the extra $20 for the fast track service, it is taking a minimum of 4 months to receive your title back. The fast track service takes 3-10 days. It appears that every 30 days the wait is increasing by 1 week. MNDOT says this is due to old technology and a shortage of workers.
A title transfer can be done in less than an hour if you are OUTSIDE of Cook County. Sorry...

Haven't see the AR title after submitted for 4 months already. Who know how long it takes.
At the DMV in Brooklyn Park today they told me 7-10 days for the duplicate to arrive.

Take the title, yourself and the buyer to your local DMV. They will take care of everything.
You can transfer with a duplicate title depending on the reason. If you bought the car, you can use a duplicate title "IF" you have a bill of sale. If it is a family member's car, you might want to take them with you to the DMV.
