The PCM will not affect the transmission in your car. The PCM is not related to the transmission in any way.
It won't happen unless you buy an aftermarket high performance PCM like an El-Diablo or something. There is no separate "chip." The PCM is programmed the way it's programmed by the manufacturer, and that is the way it is. I guess you may be able to buy an aftermarket "programmer," but I have seen a whole buncha car engines totally messed up by that stuff, including the aforementioned high performance PCM's. These engines are simply not made to handle the stress of performance enhancers, that is why there is protection software installed into the PCM. But I realise that some folks just have money to burn on replacing engines.
There is no chip. It is software in the PCM. You wont change it without destroying the PCM. You might as well start looking for an aftermarket PCM, like El Diablo or something.

find a parts house or dealer that can flash the new PCM, you will need the Vin.# year make and modle.

I have no idea what is meant by a governor chip. The PCM is prorammed a certain way at the factory to operate both the engine and transmission. It doesn't need any help from another "chip." The PCM has all the operating stradegies programmed in. If you are trying to override anythin that the PCM is programmed to do you will have to change it out for a performance PCM like an El-Diablo, or reprogram the PCM with an aftermarket programmer.
We have put an aftermarket car stereo in a car with the controls on the steering wheel. You have to check to see if an aftermarket wiring harness is available for that year and model.
